Dear Sir/madam,

As a matter of fact, people falling under the category of Creamy Layer are considered as par with the General category in the competitive examination world. And subsequently are not considered eligible for government provided relaxations – in terms of fee exemption etc. In the field of education and employment, creamy layer = General category.

Non-creamy layer certificate is a prerogative to the ones who are actually not in a good earning capacity by earning an annual salary below Rs. 6 lakhs. The basis of this certificate is one’s earning capacity and is not dependant on the ‘grade’ in which an employee falls.

Therefore, legally speaking – if your parent’s salary is above Rs. 6 lakhs slab/annum, you could not and should not get a non-creamy layer certificate. You do not qualify to avail such benefits.
