Dear Sir/madam,

We feel very sorry to hear about your loss. The current income limit for OBC non-Creamy Layer (OBCNCL) is 6 lakhs per annum, anyone earning below it is assigned an NCL status. As far as the procedure for getting a non creamy layer certificate made is concerned, it might vary a little bit from state to state. You need to approach the Collector Office of your district and apply for it. The application form seeks information in terms of your personal details certificate alongwith your address proof and Identity proof. Your income status is also asked, for which you can submit the death certificate of your parents.

In some states, Caste certificate includes in it the income status and a mention of the NCL status. So, essentially one certificate serves both the purpose.

However, there is one different application form altogether for NCL, when one wants to apply for some central government jobs. They are pretty much available online. The heading on it reads, "FOR CERTIFICATE TO BE PRODUCED BY OTHER BACKWARD CLASS APPLYING FOR APPOINTMENT TO POSTS UNDER GOVERNMENT OF INDIA"

Fill the above desired forms in full and attach a copy of all the mandatory certificates alogwith the application form.
