Notice clause for resignation?

A person working in central government PSU, wants to resign. Does he need to give 3 months notice for that? There is no such clause in the employment agreement and terms/conditions.

If there is no such clause in the employment agreement and terms/conditions, he doesn't needs to give 3 months notice but it completely depends upin the HR department to recieve the resignation.

It is very much necessary that the concerned person gives a notice to the HR department about his reresignation before the prescribed time which may be the practice of the firm.
