can a private party levy charges for obstruction of traffic rules in india ?

Traffic rules come under the State List under Schedule 7 of the Indian Constitution, which means that it is the state that frames laws with regard to traffic. So, the laws with regard to traffic would vary from state to state.

Cities like Gurugram, Delhi and Mumbai have launched applications to report such violations for traffic. In return, the authorities have decided to reward the people who report such traffic violations and in no way are providing compensation but just encouraging people to report more and more violations. Therefore, it is not possible for a private party to levy charges for obstruction of traffic. It can be done only by the police authorities.
