Payment of service tax on purchase of property

I purchased a flat recently from a builder who took sign of me on Rs 50 stamp paper as a undertaking for taking possession of the flat where all costs are written in approximate values and service tax on purchase value to be paid not mentioned. But allotment letter showing a fix price of flat with service tax of 4.5% to be paid. Building is ready to move in all respect but builder saying their project having more buildings to be completed after than only CC/OC can be given. Builder is asking service tax before registration of the flat. Please guide me here whether service tax is payable or not? If payable then when ? In this case undertaking given on Stamp paper with approximate prices are valid or not?

Please do not fall prey to illegal handing over of the flat.All the conditions laid down by the builder in the letter or the stamp paper are not adhering to fair trade practises.You can file a complaint in the consumer court against him for not handing over the possession of the flat at the promised date as per the sale agreement.
