Procedure for forming a society

I am a part of River Residency township - Phase II which has 470 flats in 6 buildings. Phase I has 800 flats in 8 buildings and has been already functioning as a condominium. My question is: 1. The sale agreement entered into with builder by Phase II building residents states that we are liable to form a condominium. However, we have now received consent signatures from all Phase II residents that they want to go for society, not condominium. Based on this consent, can we get the society formed or we still need to form condominium only? 2. Phase I has already formed a condominium. Can they dissolve it and go for society? In that case, what's the process to follow? 3. If Phase I still functions as a condominium and Phase II goes for society, will there be any issues
