RTI question not replied within time period

A RDO did not reply the RTI question so also the collector. CIC asked me to take the matter with the collector, now collector also evading. But RDO sent a reply asking me to meet personally though i met 6/7 times the RDO didn't revil the reply. This is concerned of my terminal dues of a company and i am senior citizen 74. CIC asked me to file interlocutory petition before the collector. Kindly advice whether i can make such petition before the collector as collector asked the RDO 3 letters to give me a reply but i didn't get the reply since 7 months what to do. Advice.
