The UGC (Promotion and Maintenance of Standards of Academic Collaboration between Indian and Foreign Educational Institutions) Regulations, 2012 how to get a copy of the same?

Dear Ishwar, full text of this regulation is not yet available anywhere. But, once it gets available you can get the copy either in the website of UGC or in the website of Department of Higher Education of Ministry of Human Resource Development.

Here are some key features of this regulation that might be relevant for you.

  • Foreign educational institutions with highest grade in their homeland would be allowed to collaborate with Indian institutions which are also accredited with the highest grade by national accreditation agencies.
  • The Indian institute is required to grant a degree, but it’s not mandatory for the foreign institute to do so;
  • There will be need of UGC approval for agreements between the Indian and foreign institutes;
  • No franchise arrangements will be permitted and existing collaborations will need UGC approval in 6 months.
