Writ petition for being unable to breathe fresh air

I am from Tandur town located in Vikarabad District which is polluted completely with dust.No clean air to breathe.Muncipailty Dept. nor any department in which these matters comes into their ambit of their jurisdiction are not taking any positive measures which is showing huge impact on health of people living in this Semi-Urban Town. And Right to Breathe Fresh airlines under purview of Article 21 of the Indian Constitution.As we are unable to Breathe Fresh air does can I put writ petition in High court for violating my fundamental right of me and my fellow citizens?
